SAMAR is a benchmark to measure the maturity of Defence manufacturing enterprises.
System for Advance Manufacturing Assessment and Rating.
Objective is to strengthen the defence manufacturing ecosystem in the country & make India self- reliant in defence manufacturing.
There are 5 maturity levels.
SAMAR Certification is applicable on Micro, Small, Medium & Large enterprises
All defence manufacturing enterprises i.e., micro, small, medium and large enterprises.

Micro-enterprises will get an 80 % subsidy on the certification fee & Small enterprises will get 50 % subsidy on the certification fee.
The SAMAR certification is valid for a period of 2 years from the date of issuance of certificate.
No, after expiration of 2 years’ vendor have to again register their enterprises for the new certification.
An enterprise register themselves on an official SAMAR website that is https://samar.gov.in
Vendor application is approved by DRDO after registration
Yes, after submission of the payment vendor can choose the date of assessment as per their suitability.
There is no deadline for payment of the application fee.
Yes there is a time period that is, vendor can choose any date after 10 days from the date of payment.
Assessments conducted by Assessors trained on SAMAR Assessment & Rating.
All the assessment done through Mobile Application.
There are 45 parameters for Large Enterprises.
There are 40 parameters for MSME.
Each Parameter based on Planning, Deployment and Monitoring (PDM) concept.
Vendor can receive certification & assessment report both on their mail Id or he can download the report & certificate from their application portal.
Final rating (based on weighted average of scores/rating of each parameter) is decided by the Rating Committee
